Overview
Most states run a Telecommunications Equipment Distribution Program (also called a Telecommunications Access Program) that gives specialized equipment to residents with disabilities that make standard phones hard to use. Equipment ranges from amplified and captioned phones to, in some states, smartphones or tablets with accessibility apps. Eligibility, income rules, and device lists differ by state.
